He is entirely at fault. No one forced him to open his big mouth and say that transfer funds would definitely be available to Adkins in the January transfer window. Dellor even got him to repeat it, thus providing him with an ideal opportunity to qualify his initial statement e.g. 'subject to the sale going through funds will be available' or 'Anton Zingarevech has said he will make funds available'. But no, the Ego decided to repeat his unqualified assurance of transfer funding, thus considerably raising fans' expectations only to fail, once again, to walk a single foot of the walk!
By the sound of things, initially Adkins also had his expectations raised (again) only to have them dashed.

Vision Technically funds were made available to table a bid for Hobbs. Still think we'll do something with Baird once fit and if Adkins really really wanted Sharp i suspect he'd be here.
It's not exactly QPR funding but funds (albeit) minor was made available and still might be in the loan or in Baird's case short term market.

Small town? Isn't Reading the largest town in the country? And still deemed a boom town. I'm not knocking the point you're trying to make, but to suggest it would be hard to sell Reading (town) to anyone is wrong.
