The word "allocation" is always misleading. These are only small aloocations because we ask for that smaller number 0- because we don't think we'll sell more than that (or at least sell up to the next break-point offered).
If we wanted the maximum (the smaller of 3,000 or 10% of capacity) then we'd get it.
