That's silly logic. You can look at blackpool and say any team that relies on another team not getting a penalty and couldn't win their last home game of the season doesn't deserve to make the play-offs.
Luck averages itself out over the course of the season. Swansea scored 40 goals in the league and drew 18 games, 10 of which were 0-0. Over half their defeats were by a single goal.
Had they matched the number of goals scored of the bottom 2 (Plymouth 43 and Peterborough 46) they would be in the playoffs.
