Far fewer of them in 2004.

Lukaku had played 73 league games to Van Persie's 59, and had 33 league goals to Van Persie's 15, when he left Anderlecht, and already had 13 caps for Belgium.

Add in the fact that Van Persie joined Arsenal in 2004, whilst Lukaku signed for Chelsea in 2011 where players values have increased exponentially in the intervening period, especially for those deemed to have huge potential, and I can only conclude that exhibit A isn't a very good example of your point.
