Couldn't they have hired/bought some on the cheap from Thames Valley Police?

I'm sure they must have seized plenty of suitable lights in their raids on houses with taped up windows and a funny herbal smell!

I've finally worked out what these strange things are on the google maps satellite view of Highbury.

It's been bothering me for weeks.
