ZacNaloen Agbonlahor could still have very easily have caught that ball and scored the goal or played it across the box, nothing controversial about that penalty being given for me. He may have touched the ball, but by no means was it played out of Agbonlahors reach. In which case it's a foul for the secondary action of taking the player out, whether there was intent or not.
Also if you watch the replay from the refs angle, the ball barely moves... at that pace it's pretty much impossible for him to have seen the contact on the ball.
