soggy biscuit Jonathon Woodgate left out of Spurs squad

perhaps that is why
'arry signed gallas...jw is/will be lucky to play again...a back four of gallas, dawson, king and benoit assou-ekotto is pretty formidable if all play to their collective strengths...
he could of course play bale at full back to allow gallas to police the middle of the park....

They don't need to as all their Englishmen are under 21.

Because its being sold by the Premier League as a way of getting young, English players into sides. Arsenal have shown, in one squad that it won't change a thing.

Some might say that Wenger saw this ruling coming a mile off and tailored his transfer policy accordingly - his 'homegrown' players include Bendtner, Clichy, Denilson, Djourou, Fabregas, Mannone and Song. Most other clubs won't have bought young talent from around the world like that and will have a healthy dose of English players - look at the squads of relatively big clubs like Everton, Villa and Spurs.

That's how it was sold originally, but now they seem to have backed away from that idea. If they'd truly wanted to achieve that they should have defined 'homegrown' players as those who are eligible to play for England or Wales, not just ones that have been signed up to an English club for three years prior to their 21st birthday.

Why 'or Wales'? I think the ruling has gone some way to forcing clubs to include more English players (Arsenal excepted). Are they going to raise the quota in future, or just leave it at this number?

Just on the off-chance that a Welsh club ever qualify for the Premier League. Although I'd be happy if it was 'eligible to play for the country in which the club is based'.

Wasn't that what they tried to do but then ran into all sorts of difficulties with EU employment law?
