If they say a minimum of 4 minutes additional time, the game can go on further than the 4 minutes.
Of course it can, but the referee is anticipating ending the game around that number that's why the board for 4minutes goes up. If it was more he would say 5 or 6. Of course things can happen in stoppage time which will adjust that number after it's been announced.
If he says 4minutes and nothing else happens to stop the game he SHOULD blow up between 4mins and 4 mins 59seconds. He did that today. So I don't see what the issue is/was.
If he says 4minutes and nothing else happens to stop the game he SHOULD blow up at 4mins. (The "minimum" applies to stoppages DURING the 4 minutes which have to be accounted for.)
