How does Kolo Toure get 6 months for failing a drug test yet Rio Ferdinand get 8 months for missing one? Does not make sense to me.

I would imagine it's because they know what Toure took and can gauge the punishment against that, whereas Rio could have taken anything. It's the same principle as the ban for refusing a specimen being high in drink drive cases.

Yes - and the same principle as when you lose your car park ticket - you have to pay the maximum charge you might have incurred.
