Why?

There was no offence/infringement/breaking of the rules....the ball did not leave the pitch
In simple terms, it was just a long winded version of a penalty hitting the woodwork and going in :?: :?: :?:

I think, in a shootout, as soon as the ball as ceased going forward, it is dead, and so the goal should not have stood.

But that would exclude all (penalty) goals that rebound from the woodwork and rebound off of the keeper into the net too....surely :?:

The rules were re-clarified after a similar incident about 15 years ago to state that such a goal should stand.

Fwiw, having read around a few sources on the web, the important aspect of this example appears to simply be that the referee gave the goal.

Whereas in normal play the ball is 'in play' when the penalty is taken, in a shoot-out the laws of the game leave it up to the referee's discretion when the taking of a penalty is over. An argument I found is that this will generally be when the impact of the forward momentum on the ball imposed by the penalty taker has finished - so for example, if in a shoot-out the keeper kicked a stone-dead ball into his own net after a penalty save, no goal would be given.

Appears the goal was good.

but even in a shootout - if it hits the post and then the keeper and goes in, its a goal

Surely?
