Regrettably yes. But attempts at turning what was once a trading block into a fully fledged political and legal entity, and adding all the trappings of statehood rub some people up the wrong way.

A sports badge or emblem traditionally relates to the team being represented hence having an England badge, whatever the design, on an England shirt, makes sense.

Exactly. It's less to do with sport and more a case of them using it as a "potential to unite ordinary Europeans and instil a sense of pride in Europe"

in the case of golf, I am not too sure why they use the EU flag. The team is Europe, be they EU Member States or not ......( I do not know enough about golf to know whether there are Swiss or Norwegians etc in the Europe team)
