Ideas on the development of English players?

My idea would be for the FA to form a team that is all the best young English players that have not represented their first team. So this is essentially England Under 19's. Again my idea would need refining and all that.

- So the EPL becomes a 21 team league and the team is Managed by a young English manager with English back room staff ECT
- The players can be recalled by their clubs any point
- The aim is too get English players playing in the top league and getting exposure, so clubs pulling players back should not make a difference.
- The team can not be relegated or play into Europe, but would compete in the FA cup and League cup
- In terms of training and stadium. I guess they would play at Wembley.
