How bad is your memory? They've all made a World or Euro final since 2004.
Portugal made the WC semi in 2006.
Also, unlike England none of them have failed to qualify for a tournament in the 200s.

Hoop Blah To be fair I was asking RR for his own personal view of what the top 10 would look like, so his methodology might be a little different to the rankings.
I agree that if you look at the last 2-4 years as a decent measure of a teams form and quality then those teams don't look any better than England though.
If you look at Englands record since 2000 it isn't really that bad. OK, we cocked up the qualifying for Euro 2008 but in the rest of the tournaments after 2000 we did ok (just OK, nothing much more) and were knocked out by very good teams and half of those defeats were by penalties.
That's a decent record for me. Obviously you'd like a semi-final or final appearance in there too, but Italy, Portugal and Argentina all had similar records to us at the last World Cup (Argies losing to Germany 4-0 in the round after us, Portugal losing at the same stage and Italy not even making it out of the group - which they finished bottom of).

Big Foot Could it be that because we didn't qualify for Euro 2008 and have our inevitable 2nd round defeat to some European backwater like Serbia; are ranking is inflated?

How bad is your understanding of the ranking system?
FIFA Wrote:-
"Rankings are based on a team's performance over the last four years, with more recent results and more significant matches being more heavily weighted to help reflect the current competitive state of a team."

Likewise Argentina, who are even more of a let down than England when you look at their team on paper.
Chile have had a good run but ultimately come up short against the top opposition.
I'd go for:
Spain
Germany
Holland
Uruguay
Brazil
England
Argentina
Italy
Portugal
France

ZacNaloen England need to play more friendlies against teams of similar quality, I imagine that half of what happens is that we are so used to playing lesser teams that we get into bad habits and when it comes to playing the sides at our level they take advantage of it all.

Indeed. And we all prefer judgements based on observation rather than a statistical assessment don't we...?

cmonurz But we do play good teams in friendlies.
2010 - France
2009 - Brazil, Holland, Spain
2008 - France
2007 - Germany, Brazil, Spain
2006 - Holland
2005 - Argentina, Holland
2004 - Spain, Portugal
and so on.
