I believe the difference now is that there is a second question that's asked of the owner, instead of just asking "are you fit and proper" the prospective owner is now also asked "are you sure".

There must me some kind of duty on a club to advise whatever authority if an officer becomes unfit and improper though. Didn't QPR get into trouble for not notifying them that Briatore was a cheat?
